William S. Moss was the son of Zeally Moss and Janet Glasscock. He was born in Virginia and raised on a wealthy Southern plantation. Later, William Moss came out to Illinois, became a large landowner, & purchased several boats that plied on the Illinois and Mississippi rivers. Thus, William Moss, now became Capt. William Moss. William S Moss Family

In 1843 the Peoria Mineral Springs were a part of the William S. Moss Farm (son of Zeally Moss). William S. Moss was granted a charter to establish a freshwater supply to the growing city of Peoria. At this time improvements were made to the existing Peoria Water Works, including the addition of a 140 ft deep brick reservoir in the hillside of the historic West Bluff. The original brick reservoir built in 1834 was no longer sufficient to supply city.

In 1847 Lydia Moss Bradley, founder of Bradley University and daughter of Zeally Moss, and her husband, Tobias Bradley, purchased the land in Peoria from William S. Moss.
